THE CONGRESS OF COLOMBIA

TITLE I

Preliminary Provisions

ARTICLE 1o. Purpose of the Act .

Education is a lifelong process , personal , cultural and social training that is based on a holistic view of the human person, his dignity , rights , and duties.

 This Act provides the general rules governing the Public Service Education serving a social function in keeping with the needs and interests of individuals , families and society . It is based on the principles of the Constitution on the right to education of every person in the freedoms of teaching, learning, research and lecture and as a public service.

 In accordance with Article 67 of the Constitution defines and develops the organization and delivery of formal education in their preschool, elementary ( primary and secondary) and average , non-formal and informal levels , aimed at children and young people aged school , adults , farmers, ethnic groups , people with physical , sensory and mental disabilities , with exceptional abilities and requiring persons with social rehabilitation.

 Higher education is regulated by special law , except as provided in this Act

ARTICLE 5 . Aims of Education.

In accordance with Article 67 of the Constitution , education will be developed according to the following purposes:

Ø  The full development of the personality without restrictions other than those that put the rights of others and the legal order, within a process of comprehensive , physical, mental , intellectual , moral , spiritual , social, emotional, ethical , civic education and other human values ​​.

Ø  Training in respect to life and other human rights , peace , democratic principles of coexistence, pluralism , justice, solidarity and equality. , And in the exercise of tolerance and freedom .

Ø  Training to facilitate the participation of all in the decisions that affect the economic, political, administrative and cultural center of the nation.

Ø  Training in respect legitimate authority and the law, to the national culture , the Colombian history and national symbols.

Ø  The acquisition and generation of the most advanced scientific and technical , humanistic, historical , social, geographic , and aesthetic knowledge, through the appropriation of intellectual habits , suitable for the development of knowledge.

Ø  The study and critical understanding of the national culture , and ethnic and cultural diversity of the country , as the foundation of national unity and identity .

Ø  Access to knowledge , science , technology and other goods and values ​​of the culture , the promotion of research and encouragement of artistic creation in its various manifestations .

Ø  Creating and promoting a sense of national sovereignty and the practice of solidarity and integration with the world , especially Latin America and the Caribbean.

Ø  The development of critical, reflective and analytical capacity to strengthen national scientific and technological advance , and oriented with priority to cultural improvement , and quality of life of the population , participation in the search for alternative solutions to the problems and social and economic progress of the country.

Ø  Acquiring an awareness for the conservation, protection and improvement of the environment , quality of life, the rational use of natural resources, disaster prevention , in culture and ecological risk and Advocacy cultural heritage of the nation.

Ø  The formation of work practice through technical knowledge and skills , as well as the assessment of it as the foundation of individual and social development .

Ø  Training for the promotion and preservation of health and hygiene, comprehensive prevention of socially relevant problems , physical education , recreation, sports and use of leisure time , and

Ø  Promotion in the person and society 's ability to create , investigate, adopt the technology that is required in the development process of the country and allow the learner to enter the productive sector.

GLOSARY

EDUCATIONAL COVERAGE:

The Ministry of National Education has an obligation to ensure access to education to all people of the country, in addition to ensuring the permanence of the people in education.


EFFICIENCY: 

Ability to perform or properly perform a function, in this case, accomplish the project of providing a quality education by providing educational coverage across the country.

STANDARDS:

COMUNICATIVE COMPETENCES: 

INTRODUCTION

Nowadays is important for a country, all people handle a different language to the mother tongue. For that reason, the national education ministry project that by 2019, all people must manage communicative competence in a foreign language: English.

According with the common European framework, the proposal of this project is improve the communicative competence in English in all educative system and improve the national competitiveness. In this work teacher profession is very important because not only students will learn english, teacher too, is a work in groups where all people attempt to fulfill a common goal. 

Both Colombian companies and international companies that are located in the country, probably will increase the demand for bilingual professionals in so far as their interaction with suppliers and customers and the international demands. Clearly, professionals who achieve demonstrated competence in handling languages ​​have an advantage compared to those who can't meet these needs. Those with these skills, they also observed that the market will recognize economically. Employers should also invest in improving their ability to communicate in more than one language. Besides having advantages to negotiate with suppliers and customers, who have the goal of conquering foreign markets face the challenge of knowing the culture of the niche market that claim to conquer. To achieve ideal handling a second or third language.

This competition has different effects on the labor market of our country. A professional who can communicate and understand a second language allows them mobility and flexibility in the labor market, are better prepared for a global economy, may raise and develop any business initiative, meet the needs of your customer, be innovative, be easily adapt to the changes and needs as your environment. Instead, those who do not have serious costs can experience and limit their opportunities.

In conclusion, the use of a second language in the globalized world in which we live will become the medium to long term, a mandatory requirement for our professionals to access skilled jobs. Therefore, the challenge before us is great; must prepare our professionals so that they can meet the demands of the globalized world, otherwise, we would not be competitive enough teachers.
